--By 2015, the internationalization of the market-based tourism management, marketing, service and product development will improve significantly, and the industry will witness drastic growth in size, quality and efficiency, and the role of the tourism in driving economic growth and social development will be further enhanced. Efforts shall be made to enable the province’s per capita GDP and the incomes of urban and rural residents reach the middle and higher level of the country, remarkably improve education, health, culture, social security and other social undertakings, and keep the national leading position in comprehensive ecological environmental quality. It will strive to witness 47.60 million domestic and foreign tourists per day, and gain a total of 54 billion yuan, with the added value of the tourism industry and the tertiary industry accounting for more than 9% and 50% of its regional GDP, and the number of employees in the tertiary industry accounting for more than 45%.

--By 2020, tourist service facilities, management and service level will meet the internationally accepted standards for tourism services, and Hainan’s tourism will enjoy greatly improved international awareness and reputation, the size, quality, and efficiency of the tourism industry will reach the international advanced level, and the construction of the world-class island resort will take shape. It will strive to witness 76.8million domestic and foreign tourists per day, and gain a total of 124 billion yuan, with the added value of the tourism industry and the tertiary industry accounting for more than 12% and 60% of its regional GDP, and the number of employees in the tertiary industry accounting for more 60%. The province’s per capita GDP, urban and rural residents’ incomes and living quality will reach domestic advanced level, integrated environmental quality will continue to be a national leader, and the sustainable development capacity will be further enhanced.
